In particular, the Committee suggests excluding from the Main trends the clause presupposing enrolment to state-paid education in educational institutions of the III-IV levels to be carried out only by the state-owned higher educational establishments.

The Chairman of the Committee Liliya Hrynevych noted that the bill on the Main trends of the budget policy for 2014 in current version disenables the enrolment to the state-paid education in municipal higher educational establishments.     

According to L.Hrynevych, there are 16 municipal higher educational establishments in Ukraine. More than 36 thousand people study in these institutions. Half of them are the state-paid students. “It looks like, the authorities consider them to be the second-rate students,” the people’s deputy stressed.

She reminded that article 53 of the Constitution of Ukraine guarantees the right for free higher education in the state-owned and municipal higher educational establishments on a competitive basis.  

L.Hrynevych called the Committee on Budget to eliminate the controversial clause and prevent violations of citizens' constitutional right for education.
